Dear Xiaoyu Li,
As you know, Vietnam visa on arrival is NOT applicable for Chinese citizens who depart from China mainland to Vietnam. It works perfectly if you fly into Vietnam from Hong Kong. However, if you fly into Vietnam from Beijing, you won't be able to board the flight with a visa approval letter as far as Vietnam visa on arrival for Chinese is not accepted by the Chinese customs regulations.
In your case, you are pleased to apply for a visa at Vietnam Embassy in Beijing or Vietnam Consulate in Guangzhou, Kunming or Nanning instead.
